1768 Regulators' Advertisement No. 9

According to John Spencer Bassett (1867-1928) in an article written in the 1894 American Historical Association Report, "The Regulators were a large group of North Carolina colonists who opposed the taxation and fee system imposed by colonial officials in the late 1760s. This political argument led to a battle between the colonial militia and the Regulators in 1771. Following this battle, a few Regulators were hanged and the majority pardoned, bringing the movement to an end."

Regulator's Documents were published as "Advertisements." Many such "Regulator's Advertisements" were minutes of the meetings of the Regulators. Number 9 was a petition.

Below is Number 9, dated May 1768 and signed by 474 men who were living in Orange County, North Carolina. They are protesting to the Governor and his council that they have to pay a higher fee for recording deeds than what is required in adjacent counties. They are also protesting that some additional fees are greater than what the law allows. The petitioners state they have made this complaint known to their representatives in the past, but they were ignored. They state that discontent is growing and there is a threat of a disturbance of public peace.

[Note: William Tryon was the Royal Governor of North Carolina Province from 1765 to 1771. Orange County, North Carolina was an early center of Regulator activity. Colonel Edmund Fanning held numerous offices in the county including the prominent Clerk of the Recorder's Court at Hillsborough. He was charged with extorting money from local residents. He and the Governor became the prime targets of the Regulators.Tryon was hated because he wanted to use taxes to build Tryon Palace in New Bern. The palace was to be a very expensive residence for himself, as well as the seat for the colony's government. The Regulators, 'who named themselves after a group of country reformists in South Carolina,' shortly after Tryon's announcement to build the palace, had no sympathy with the governor's desire for a fancy residence.

In 1768, the backcountry farmers, enraged by the excessive taxes imposed by a legislature dominated by the eastern North Carolina aristocracy, organized the Regulator movement in an attempt to effect reforms.]

Among the 474 persons who signed the petition below are: Philip Clase (#201) and all four of his sons: Philip Glase junr, Christian Glase (#101), Powel (Paul) Glase, and George (John George) Glase, and Philip Senior's three sons-in-law John (Johanne Jacob) Coble, George (Johanne George) Coble and Tobies Clap. Their names appear in different colors on the petition below. Philip Clase Senior and Christian Clase are ancestors of the webmaster. Another who signed was John Graves (#205/387/447), another of the webmaster's ancestors.

REGULATORS'  ADVERTISEMENT  No.  9.

To  the  Governor  &  Councill  &c.

The  humble  Petition  of  us  the  Subscribers  sheweth  that  We  the  Inhabitants  of  Orange  County  pay  larger  Fees  for recording  Deeds  than  any  of  the  adjacent  Counties  and  many  other  Fees  more  than  the  Law  allows  by  all  that  We can  make  out  from  which  a  jealosie  prevails  that  we  are  misused  and  application  has  been  made  to  our representatives  to  satisfy  us  But  we  were  disregarded  in  the  said  application  upon  which  the  said  discontent  growing more  and  more  so  as  to  threaten  a  disturbance  of  the  public  peace,  we  therefore  beg  that  those  matters  may  be taken  under  your  serious  consideration  and  interpose  in  our  Favour  so  that  we  may  have  a  fair  hearing  in  this  matter and  [be]  redressed  where  we  have  been  wronged  Our  complaints  are  too  numerous  and  long  to  be  notified  in  a Petition,  but  have  sent  herewith  copies  of  the  Applications  Petitions  &c  that  has  been  made  on  this  Occasion  with  a small  sketch  of  our  Misusage  and  begging  your  protection  and  aprobation  in  so  just  and  equitable  an  undertaking and  an  opportunity  to  be  heard  We  conclude  your  humble Petitioners.
