& 269, "Dr.
Moses Payne's granddaughter, Mrs. Catherine (Payne) Radcliffe, left
a written record in which she states her grandfather, Dr. Moses Payne,
was born in or near Newark, New Jersey."
"He was the second son of Captain
John Payne of Rahway, New Jersey (who was shot from his horse during
the Revolutionary War,) and his wife Mary, daughter of Samuel Freeman."
"Dr. Moses Payne was descended from
a long line of English ancestors who settled first in Massachusetts
in 1638 and later moved to the vicinity of Woodbridge, New Jersey. Dr.
Payne is mentioned in the will of his father, Capt. John Payne, which
was probated October 25, 1781. At that time, the young son was evidently
under age, having been born about 1763. How Dr. Payne came to be living
in Virginia is not known." [Note: Moses was
only about 18 when his father was killed.]
"Possibly because Catherine's brother,
Original Wroe, was one of the initial incorporators of Front Royal,
Virginia in 1788, Dr. Payne bought a parcel of land in Front Royal on
26 October 1796 and continued to live there until his demise in 1809".
"In 1799, H. Holmes recommended
to the Governor of Virginia that Dr. Payne be a lieutenant in the county
militia. The letter has been preserved and reads as follows:
"Winchester
May 23, 1799
May I be permitted, sir, to nominate
as proper persons to officer a troop of cavalry in Frederick County,
to be raised out of the __th regiment, Ferguson Bell, Captain; Moses
Payne, First Lieutenant; Robert Vance, Second Lieutenant; and William
F. Simsal, Cornet."
"Dr. Moses Payne's name appears
regularly on the Frederick County tax lists until 1809 when 'Moses Payne's
Estate' is taxed for a lot in Front Royal. He died intestate1.
An inventory of his personal estate was taken May 30, 1809. In 1812,
Caty Payne (his wife) paid tax on the lot formerly owned by Dr. Payne
and the indication from the tax list is that she died about this time,
for this identical lot appears on the tax lists of Frederick County
1813-1921 as Moses Payne's Representatives. Also the name of Catherine
(Caty) Payne does not appear on any of those tax lists."
